Performance Measures and Coordination

The United We Ride Federal Interagency program to enhance coordination of Federal resources to breakdown barriers for local communities to utilize various human services transportation funding streams, suggested outcome measures for coordination activities: Measure 1: Increase the # of rides for the same or fewer assets for people with disabilities, older adults, children and youth, and individuals with lower incomes. ...more »

Increase 5310 Funding Proportionate with SPD Population

We already have a strong program, but with the greying of America we need more operating funds to keep pace with increased ridership demand. How can we set measures for increasing service if we don't receive increased funding? Otherwise, our goal will simply be to maintain service while facing funding reductions - what use is that as a measure?

Not one-size fits all.

Performance measures that have typically focused on passenger volume are useful in densely populated areas. In the most rural areas of the nation, distance to services and low population per square mile should not have their effectiveness and community value measured on the same basis as in an urban/suburban setting. As important as performance measures, the formulas for allocating resources should be reconsidered as ...more »

Measure Impact of Service, rather than Cost of Service

"Expensive" transit services that maintain the health of vulnerable individuals often result in tremendous tax payer savings on the health care side of the equation. Meanwhile, "cost efficient" transit services, such as student shuttles, have outstanding cost-per-ride and riders-per-hour figures, but have little impact on other forms of community expense. Performance measures need to expand beyond transit to measure ...more »

Three most valuable ways section 5310 funds can be used

The three most valuable ways that section 5310 funds can be used: 1. To improve the ability of people with disabilities to use existing fixed route transportation services. Although section 5310 should not be used to address existing ADA obligations, it can be used to provide better access to fixed route by enhancing accessibility of public rights of way and providing accessible NextRide and other accessible services. ...more »

Communication barriers

For people who have trouble communicating using the English spoken language, public transportation is very challenging ~ often impossible. If a person has a hearing impediment, comprehension difficulty, or English is not a native language, transportation staff is rarely trained in Sign Language and the vehicles rarely have written instructions or a real-time map (actual location information showing route progress) ...more »

Input on Section 5310 Performance Measures

The American Association of State Highway and Transportation Officials (AASHTO) appreciates the opportunity to submit comments on FTA’s “National Online Dialogue: Seeking Input on Section 5310 Performance Measures.” AASHTO represents the 50 State Departments of Transportation as well as the Transportation Departments in the District of Columbia and Puerto Rico. In the spirit of providing comments based upon field experience ...more »

Performance measures and independence

Some performance measures that will help promote independence for people with disabilities: --number of additional people who are able to utilize the fixed route services due to a section 5310 grant who were not able to use it previously; --number of additional people able to reach their employment, medical offices, shopping centers, etc. who weren't able to previously --number of people with significant disabilities ...more »

Increase the amount of dollars dedicated to the 5310 Program

The process for receiving section 5310 funding in Florida is very competitive. We are lucky in that we receive 5310 funding every year but that does not mean that we have all of our vehicle needs met every year. A lot of public transportation agencies are working with aging fleets that need to be updated so that we can maintain our current service. We would like the opportunity to expand services to the frail elderly ...more »

Fund Targeted General Public Transit Enhancements

For example, a 1-2 day/week midday neighborhood circulator providing connections to main-line transit stops, shopping, a medical facility and a library. Any resident can plan their week to ride on a service day. With a senior/disability half-fare program, an electronic farebox (or push-button counter for the driver) can show the success of the program for targeted populations.

Performance Measures

Several factors should be considered for Section 5310 reporting requirements 1. Performance measures should be streamed lined for smaller providers or HHSC agencies. i.e. number of trips provided, maintenance costs, miles traveled. This will then give cost per trip, and cost per mile, etc. 2. Measures should be evaluated based on size of agency and whether or not agency is within a large urban metro area, or small urban ...more »

One size does not fit all

In our agency we measure performance on an individual basis. Individuals with developmental disabilities have barriers that are very unique to their economic, social, and disability. If the FTA could measure the "quality of life" because of the capital or funds being offered to agencies who help seniors and individuals with disabilities would be a better understanding of the individuals we serve. A lot of the agencies ...more »

Data Collection Recommendations

Who should be expected to collect the data?

This should be part of a negotiated Performance Measurement section of an application. Expecting a small non-profit to deal with NTD is grossly unrealistic. The data collection requirements of the old New Freedom program were unrealistic - and precluded many organizations who could have competently provided a needed service from applying.

State and Local Requests for Data and Performance Measures

Agencies that administer Section 5310 programs or organizations/jurisdictions that supply the local match are often asked to provide data and performance reports or explanations of social/financial impacts. Typically these requests come from state legislative assemblies or local and regional councils. As a Section 5310 grantee (state direct recipient) or sub-grantee, what performance measures or success indicators have ...more »

Data Collection Ability

Although I cannot speak for all agencies, but for my agency some of the data collection would be difficult because we do not have the funding to: - Increase geographic service area without reducing the level of service in the current service area - Increase service hours - Increase accessibility in terms of accessible vehicles. These are things that our agency would like to do, but we are not in the position to do so. ...more »
