Performance measures that have typically focused on passenger volume are useful in densely populated areas. In the most rural areas of the nation, distance to services and low population per square mile should not have their effectiveness and community value measured on the same basis as in an urban/suburban setting. As important as performance measures, the formulas for allocating resources should be reconsidered as well. These should take into account the greater costs of providing services in the rural environments...distance and vehicle useful life. What ever performance measures that may come out of this exercise, please, don't try to make one-size fit all. Let's look at performance within the context of specific operating environments.
