The three most valuable ways that section 5310 funds can be used:
1. To improve the ability of people with disabilities to use existing fixed route transportation services. Although section 5310 should not be used to address existing ADA obligations, it can be used to provide better access to fixed route by enhancing accessibility of public rights of way and providing accessible NextRide and other accessible services.
2. To promote independence by increasing the number of people with significant disabilities who are able to utilize the fixed route system. Travel training and other assistance programs can help people with significant disabilities transport themselves using existing services and also save funds.
3. To address gaps in the fixed route system, such as in rural areas where a fixed route system might not exist, that improve opportunities for independence for people with disabilities.
