With a senior/disability half-fare program, an electronic farebox (or push-button counter for the driver) can show the success of the program for targeted populations.
The process for receiving section 5310 funding in Florida is very competitive. We are lucky in that we receive 5310 funding every year but that does not mean that we have all of our vehicle needs met every year. Several factors should be considered for Section 5310 reporting requirements 1. Performance measures should be streamed lined for smaller providers or HHSC agencies. i.e. number of trips provided, maintenance costs, miles traveled. The transportation side of our services runs at a substantial loss, utilizing alternantive fuel sources in our vehicles could greatly reduce the costs associated with this service. Including these options in the 5310 grant program will be greatly beneficial to our organization and the population we serve.
It would be useful to have more specific information about the final recipients of Section 5310 funding available at the national level in an aggregated fashion. This would help to identify trends and gaps in services that can be addressed systemically. Utilizing the National Transit Database would help achieve this.
Although I cannot speak for all agencies, but for my agency some of the data collection would be difficult because we do not have the funding to: - Increase geographic service area without reducing the level of service in the current service area - Increase service hours - Increase accessibility in terms of accessible vehicles. Lack of transportation can lead to situations of abuse and neglect. Working with Adult Protective Services to find out where transportation gaps are leading to either severe self neglect and/or active neglect by others could open a more effective way to determine where more transportation options are needed.
In our agency we measure performance on an individual basis. Individuals with developmental disabilities have barriers that are very unique to their economic, social, and disability. If the FTA could measure the "quality of life" because of the capital or funds being offered to agencies who help seniors and individuals with disabilities would be a better understanding of the individuals we serve. Performance measures should be tied to the purposes and anticipated short term and long term outcomes of 5310 projects - and thinking about both qualitative and quantiative measures is important! At the program level -- some sort of electronic submission of data by grantees would enhance the quality and efficiency of data collection. As an Area Agency on Aging in Southern Indiana Funding jurisdiction for our area was realigned with Kentucky, As a result, There have been no 5310 applications permitted for the past two years. Does anyone know of anything that can be to restart the 5310 program in our corner of the world?
