Any performance measures should include a real measure about the access and quality of services for individuals who use the service. While efficiency and quantity data is key, real enhancement of access to services and supports will tell us more.
Please provide operating assistance to help defray the cost of providing service to the seniors and persons with disabilities. In addition, expand capital assistance to include computer, radio and mdt equipment.

We already have a strong program, but with the greying of America we need more operating funds to keep pace with increased ridership demand. How can we set measures for increasing service if we don't receive increased funding? Otherwise, our goal will simply be to maintain service while facing funding reductions - what use is that as a measure?
Performance measures that have typically focused on passenger volume are useful in densely populated areas. In the most rural areas of the nation, distance to services and low population per square mile should not have their effectiveness and community value measured on the same basis as in an urban/suburban setting. FTA should develop reasonable and attainable performance goals but please allow the states the flexibility to develop their own performance measures. The states know what is best for their programs and can reach FTA's goals better if they are able to measure them with their own tools.
For people who have trouble communicating using the English spoken language, public transportation is very challenging ~ often impossible. If a person has a hearing impediment, comprehension difficulty, or English is not a native language, transportation staff is rarely trained in Sign Language and the vehicles rarely have written instructions or a real-time map (actual location information showing route progress) ...more »

A useful performance measure could be one that quantified how people with disabilities and service providers were engaged in the planning process for the use of 5310 funds.
The process for receiving section 5310 funding in Florida is very competitive. We are lucky in that we receive 5310 funding every year but that does not mean that we have all of our vehicle needs met every year. A lot of public transportation agencies are working with aging fleets that need to be updated so that we can maintain our current service. For example, a 1-2 day/week midday neighborhood circulator providing connections to main-line transit stops, shopping, a medical facility and a library. Any resident can plan their week to ride on a service day. With a senior/disability half-fare program, an electronic farebox (or push-button counter for the driver) can show the success of the program for targeted populations.
Several factors should be considered for Section 5310 reporting requirements 1. Performance measures should be streamed lined for smaller providers or HHSC agencies. i.e. number of trips provided, maintenance costs, miles traveled.
