The process for receiving section 5310 funding in Florida is very competitive. We are lucky in that we receive 5310 funding every year but that does not mean that we have all of our vehicle needs met every year. For example, a 1-2 day/week midday neighborhood circulator providing connections to main-line transit stops, shopping, a medical facility and a library. Any resident can plan their week to ride on a service day. With a senior/disability half-fare program, an electronic farebox (or push-button counter for the driver) can show the success of the program for targeted populations.
Several factors should be considered for Section 5310 reporting requirements 1. Performance measures should be streamed lined for smaller providers or HHSC agencies. i.e. number of trips provided, maintenance costs, miles traveled. In our agency we measure performance on an individual basis. Individuals with developmental disabilities have barriers that are very unique to their economic, social, and disability. If the FTA could measure the "quality of life" because of the capital or funds being offered to agencies who help seniors and individuals with disabilities would be a better understanding of the individuals we serve. The transportation side of our services runs at a substantial loss, utilizing alternantive fuel sources in our vehicles could greatly reduce the costs associated with this service. Including these options in the 5310 grant program will be greatly beneficial to our organization and the population we serve.

They often need 2 years to fully prove their worth - and one year of results before they can begin the process of soliciting a continuing funding stream.
This should be part of a negotiated Performance Measurement section of an application. Expecting a small non-profit to deal with NTD is grossly unrealistic. The data collection requirements of the old New Freedom program were unrealistic - and precluded many organizations who could have competently provided a needed service from applying.
Lack of transportation can lead to situations of abuse and neglect. Working with Adult Protective Services to find out where transportation gaps are leading to either severe self neglect and/or active neglect by others could open a more effective way to determine where more transportation options are needed.
Although I cannot speak for all agencies, but for my agency some of the data collection would be difficult because we do not have the funding to: - Increase geographic service area without reducing the level of service in the current service area - Increase service hours - Increase accessibility in terms of accessible vehicles. Performance measures should be tied to the purposes and anticipated short term and long term outcomes of 5310 projects - and thinking about both qualitative and quantiative measures is important!
