In our agency we measure performance on an individual basis. Individuals with developmental disabilities have barriers that are very unique to their economic, social, and disability. The transportation side of our services runs at a substantial loss, utilizing alternantive fuel sources in our vehicles could greatly reduce the costs associated with this service. Including these options in the 5310 grant program will be greatly beneficial to our organization and the population we serve.

Performance measures should be tied to the purposes and anticipated short term and long term outcomes of 5310 projects - and thinking about both qualitative and quantiative measures is important! As an Area Agency on Aging in Southern Indiana Funding jurisdiction for our area was realigned with Kentucky, As a result, There have been no 5310 applications permitted for the past two years. Does anyone know of anything that can be to restart the 5310 program in our corner of the world?
Fund programs that increase the use of public transit by "younger older" adults. This would cultivate a comfort level around accessing public transit and rather than going from giving up the car keys to dial-a-ride, public transit could be used in the interim.
Current perfomance measures include cost-per-ride, yet for volunteer driver programs, there is no industry standard formula for calculating this. I know because I operate one and can not find two agencies who calculate this measure the same. We need an industry standardized formula so "apples can be compared to apples." I have a huge concern with the amout of time that seniors or people with disability are left waiting to be picked up. Some people have decided to not use the services becuase they have been left waiting on some occasion more than an hour. The three most valuable way 5310 funds can be is for capital purchases , direct capital (vehicle) operation costs such as fuel and maintenance, and compliance/coordination of the capital item such as labor to track reporting requirements and service scheduling.
From a statistical perspective the best performance measures would be the number of customers served in correlation with increased ridership and expansion of personal mobility.
