This would be a reasonable approach provided that the FTA facilitates information pertaining to the NTD and provides adequate support and education on the utilization of the system. a. Increased geographic service area; Milwaukee County would be administering Section 5310 funds to the Milwaukee urbanized area – Milwaukee, Ozaukee, Washington and Waukesha Counties. From a statistical perspective the best performance measures would be the number of customers served in correlation with increased ridership and expansion of personal mobility. This section simply reiterates the eligible activities of Section 5310 funds. The most important use of Section 5310 funds would be for capital projects, mobility management and activities that reduce dependency on complementary paratransit services.
