Are there examples in states of when users have been asked to document the need for services while applying for 5310 funds? This information, if collected nationally, could help connect the dots between need and the use of 5310 funding.
A useful performance measure could be one that quantified how people with disabilities and service providers were engaged in the planning process for the use of 5310 funds.
Any performance measures should include a real measure about the access and quality of services for individuals who use the service. While efficiency and quantity data is key, real enhancement of access to services and supports will tell us more.
It would be useful to have more specific information about the final recipients of Section 5310 funding available at the national level in an aggregated fashion. This would help to identify trends and gaps in services that can be addressed systemically. Utilizing the National Transit Database would help achieve this.
