This should be part of a negotiated Performance Measurement section of an application. Expecting a small non-profit to deal with NTD is grossly unrealistic. The data collection requirements of the old New Freedom program were unrealistic - and precluded many organizations who could have competently provided a needed service from applying.
For example, a 1-2 day/week midday neighborhood circulator providing connections to main-line transit stops, shopping, a medical facility and a library. Any resident can plan their week to ride on a service day. With a senior/disability half-fare program, an electronic farebox (or push-button counter for the driver) can show the success of the program for targeted populations.
They often need 2 years to fully prove their worth - and one year of results before they can begin the process of soliciting a continuing funding stream.
Keep in mind that the realm of possible applications of this new 5310 program is very wide (as are possible performance measures) and [data collection methodologies].
